The proceedings of the meeting commenced at 2:30 pm on Tuesday 12 September 2023.
Members and officers were upstanding for the opening prayer.
3 RECOGNITION OF SERVICE MEN & WOMEN
Council acknowledges the sacrifice made by Australian service men and women, in particular those who gave their lives in defence of the freedom we enjoy today.

At 2:35 pm, Crs Greg Lamont, Rohan Boehm and Robert Browning left the meeting.
The meeting was adjourned at 2:35pm until 12:00pm on Tuesday 26 September 2023 due to lack of a quorum.
The meeting reconvened at 12:00 pm on Tuesday 26 September 2023.
Cr Lisa Richardson, Cr John Clements and Evan Harris (Acting Director Infrastructure Delivery) joined the meeting.
Crs Greg Lamont, Rohan Boehm and Robert Browning returned to the meeting.

That Council present the 2021/2022 Audited Financial Statements including Auditor's Reports as shown as Attachment 1 to this Report; and 2. Council adopt the 2021/2022 Annual Report as shown as Attachment 2 to this Report, updated for the Audited Financial Statements as presented in Attachment 1 above. Moved: Cr Rohan Boehm Seconded: Cr Greg Lamont 1. That Council present the 2021/2022 Audited Financial Statements including Auditor's Reports as shown as Attachment 1 to this Report; and 2. Council adopt the 2021/2022 Annual Report as shown as Attachment 2 to this Report, updated for the Audited Financial Statements as presented in Attachment 1 above. 3. That council characterise the key findings from the Auditor General’s engagement closing report as disclaimed for the year ending June 2022 as the basis for a comprehensive community engagement and communication process, noting in particular that the current Council has discovered and is working diligently to repair deficient accounting procedures that were not of its making.
